Retrieve the current engine synchronisation mode.

The pan_EngineSync block retrieves the current engine synchronisation mode. The engine synchronisation mode can be changed by the application using the pan_EngineDeclareSync block. A detailed description of the engine synchronisation modes can be found in Section 6.1.9, “Engine synchronisation modes”. For reference, the decoding state values are:
